In a world increasingly defined by competition over maritime resources and the urgent need for ecological stewardship, Deliverable 4.4 of the MSP4BIO project provides a transformative roadmap for integrating Marine Protected Areas (MPAs) into Maritime Spatial Planning (MSP) processes. This guidance offers critical tools to ensure that conservation and sustainable development coexist in harmony.
Why This Deliverable Matters

MPAs are essential in safeguarding biodiversity, restoring ecosystems, and supporting human well-being. However, achieving their full potential requires seamless integration with MSP—a planning framework that balances ecological, socio-economic, and governance considerations. By aligning these two fields, Deliverable 4.4 empowers stakeholders to foster marine biodiversity conservation and promote long-term ecological resilience.
A Comprehensive Approach to Integration
Deliverable 4.4 builds upon the MSP4BIO project’s mission to harmonise science and policy for better marine governance. The document establishes a systematic approach to integrating MPAs into MSP across three phases: preplanning, planning, and implementation. It explores the experiences of 20 EU Member States and Taiwan, analysing diverse strategies and highlighting best practices. Enhancing the global applicability of the guidance, offering valuable international perspectives.
Key to this initiative is the development of a detailed checklist featuring 93 criteria spanning four critical areas: Environmental, Socioeconomic, Policy and Governance, and Planning Process. These criteria were rigorously evaluated by local experts, ensuring their relevance to real-world applications. By identifying the top 25% most frequently used criteria, the deliverable illuminates priority areas for achieving effective MPA-MSP synergy. The most important criteria for area (Coastal Zone, Offshore Areas, High Seas) can be seen in the figure below.

Practical Insights and Tools
The document doesn’t just propose theoretical frameworks—it provides actionable tools to bridge policy and practice. For instance, it categorises the relationship between MPAs and MSP into four distinct levels and gives guidance/ recommendation to each one of them:
- MPA as the driver for MSP: Conservation as the primary motivation, exemplified by cases like the Great Barrier Reef.
- MPA fully integrated into MSP: Seamless coordination of conservation across multiple sectors for conflict resolution and robust planning.
- MPA integration through SEA (Strategic Environmental Assessment): Using strategies like Conservation Priority Zones to incorporate ecological goals into MSP.
- MPA as a layer or sector in MSP: Treating conservation as one among many sectors within spatial planning.
The deliverable also emphasises adaptive management, capacity building, knowledge sharing, and monitoring to enhance stakeholder engagement and the overall effectiveness of marine planning efforts.
A Roadmap for Policy and Action
Deliverable 4.4 is more than a guide—it’s a call to action for policymakers, planners, and practitioners. Providing a structured pathway for MPA-MSP integration ensures that marine biodiversity is prioritised within broader spatial planning processes. The insights gained from its analysis of EU practices and others’ perspectives create a robust, scalable framework for both regional and global application.
Conclusion
As the world grapples with the dual challenges of conserving marine ecosystems and meeting human development needs, the strategic guidance offered by Deliverable 4.4 is a vital resource. By bridging the gap between MPAs and MSP, it charts a path toward healthier oceans and more sustainable futures. Let’s work together to build resilient marine systems that support biodiversity, communities, and economies alike.
Recommendations:
- Strengthen stakeholder engagement processes.
- Develop clear guidance and protocols for integration.
- Conduct joint Strategic Environmental Assessments (SEAs) for MSP and MPA projects.
- Implement standardised protocols for assessing cumulative impacts
